The Federal Government is within their rights to withhold state education funds for violating Federal law.
The same way the Department of Transportation can withhold funds to a state that decides to allow 100 mph speed limits, or the Department of Agriculture can withhold funds from a state that allows DDT spraying... education funds can be withheld until a state's schools comply with the law.
The fed govt DOTD is why Louisiana finally made drinking age 21 instead of 18. They were going to withhold funding for roads. Anyone who has EVER driven in Louisiana knows our roads suck ass even WITH fed funding lol.
