They are trying to frame President Trump as a tyrant, dictator etc. So by getting arrested they can say "see, Trump has his political opponents arrested." They know they'll be safe as kittens in a pet shop and there is NO risk to them. But they can build their narrative.

On The Five, it was pointed out that he did not identify himself, he wasn’t in a suit , he wasn’t wearing his congressional pin, and he is a new Senator, fairly unknown. He also didn’t request time from the Secretary. He just claimed who he was as he charged up to the front.
This is less than a year after Trump was nearly killed and the secretary has received threats. So stopping this man was not irrational.
