Something needs to be done I agree but institutions as a rule take real money to make them work. They have an unemployed or uninsured population and money comes from the government, our tax dollars. They tend to employ those at less than adequate wages and attract people that can not get a job anywhere else to care for vulnerable people that are elderly, infirm, and mentally ill.

The company i work for has spent $10,000 to replace broken store front glass in the last 4 years. They piss and shit all over the place - it's not only a health hazard its expensive to clean up. They've caused TENS OF THOUSANDS of dollars worth of damage from vehicle break-ins and stolen property in our parking lot over 4 years. They go through the dumpsters, throwing hundreds of pounds of trash into the parking lot and I have to clean it up. Its awful. Years ago I had an older vehicle that ran great with low miles. It got broken into constantly though. They kept jamming stuff into the ignition and smashing up the steering column. Pulled what i could from junkyards to repair the column but eventually could not find parts anymore. My car was basically totaled from break-ins. They must be removed from society and at this point I dont care what it costs because it already costs me plenty.
What you described is criminal behavior and mental illness maybe but criminals belong in jail .....probably drug addicts and you are right ....they need to be off the street.

And in my community, a ridiculously high percentage of my prop tax goes to schools, i.e., 'education'. I also then dwell on how much Goodwill CEO and other top execs are getting at these charities, and I cannot enjoy my food. No wonder 70% of our pop (US) is overweight in this country. Stress/cortisol overload. Rant over.

Same area a homeless man pushing a wheelchair chair with another man with no legs both African Americans I wanted a photo of it wish I had taken one and paid them for it it was very touching the point is welfare is designed for these people not a woman with 10 kids
I don't know where you are going to get enough people who can take care all of the mentally ill and retain their own sanity.
