Sounds like they are pointing to the EXIF information in the picture's metadata. Depending on how the camera is configured, it will store the time the picture was taken, the camera model, exposure, focal length, and even the GPS and direction the camera was pointed (once again, depending on the camera set up).

i think some hosting sites purposely do this though.. change filenames this way to keep from having duplicate filenames.
