Governors to each state are like acting Presidents. That's why each state has their own Capitol buildings just like Washington D.C. Each states Capitols legislate and enact laws for that state; just as Washington D.C. does for the country. The United States Capitol does NOT control laws made in any state. The state does.
The states are individual nation states. The Constitution is a contract between the corporate government (Federal Gov) and the States/the People. It outlines 19 specific powers the Contracted (Federal) government will have.
It also outlines a bunch of things they are not allowed to do. Like infringe on gun rights. If we want the contract to be upheld, we have to put people in office who will enforce it or get out of it for breach of contract.
