So what does it mean to say it's a "civilian office"? Not all that much.
The president salutes and directs the military. He commands the military. You and Wikipedia want to call that civilian - go ahead and call it civilian but remember: Truman dropped the atomic bomb on Japan and fired Douglas MacArthur.

Flynn served in the military. He is a retired military member. I don't think that counts as "non-military" at all. Once you serve you are always remembered for your service. Same goes for being President, once one, always one.

I think many people have been called on to play their role but Scavino and Pompeo are part of the SCI[F] from Q post 14. These Compartmented teams are at the tip of the spear with access to all operational knowledge. I would say Trump is the third but as Commander in Cheif he is technically military.

First, Q+ (Trump) is the military Commander in Chief, so he's probably one of the military ones.
Second, the Q team here is describing the number of people who have the "full picture." There are certainly others that would some compartmentalized knowledge of the plan. Even Dan Scavino may not be one of the 3 non-military, despite him likely being the one assisting Trump with Q post timing and content for Tweets, etc.
We know Dan Scavino, Mike Pompeo, Chuck Grassley, Trump, Don Jr, Eric Trump, John Durham, and likely Melania all have some knowledge of the plan. This is in addition to other possibilities including Michael Horowitz, Jeff Sessions, John Huber and Chris Wray (sleeper?), in addition to probably several military people in the White House Communications Agency. It's possible that all of those aren't in the <10 the Q team is talking about here.

here is how I see it. 3 civilians.....1 is a supream court justice. 1 is a senator or a house reperesenitive.1 is Donald trump. the other seven are all members of the difrent branches of service. 1 Army general. 1 Air Force general. 1. marine general 1 admiral. 3 are in the intelligence services and are active military CIA, NSA, FBI. this is the minimum that is needed to have a firm handle on what's going on.
