I think “letting” might be a stretch. You can only guide someone so far. At some point, a person is going to make their own decisions. Remember, most choose to remain asleep regardless of the efforts of Q or any of us here.

Us not knowing the exact details of "the plan" is a given. (Which poses issues in other situations but that is a different topic)
BUT the OP also presents a frightening possibility for this scamdemic and tossing out bits of certain drops or concepts is not a valid response to concerns when it can be easily refuted with a slight adjustment of perspective. Hence the almost copy-paste of the original comment.

I'll expand. The DS has been in control for the last hundred years or more. Which means that they have a lot of ammunition stacked in their favor. They have the power grid, the financial industry, they have politicians, they have the media. And they have any number of false flags, and events that they can enact as retaliation for trying to take action against their system.
Trump and the rest of the patriots have managed to take actions in a way that has counter-acted nearly all of the moves that the deep state could have made. The way they did this is by slow walking everything. They let the DS do stupid things, they brought the individual underlines into spot-light, made them look stupid, and then made them resign.
And this way Trump and the Patriots were able to slowly reclaim a lot of the infrastructure that had been completely dominated by the DS up until now. Granted, a lot of the government like the FBI, or congress is still controlled by the DS, but enough of it has been turned over to the point where the DS isn't entirely in control, and is loosing more and more ground everyday.
But there's one component of this that the patriots don't have a lot of control over, and that's peoples' minds. So many people have gone to public schools, and have gone to college, and have watched the MSM for years to the point where they don't know how to think. They are literally mindless golems who will clap and dance and do what ever the TV tells them to do and think. And it's these people that have to be woken up.
And why do they need to be woken up? Because the way the DS works is to control information. Control what you see, control what you are able to take in, and then effectively control how you think. Ever hear the phrase, "people who believe in absurdities will commit atrocities". Think of the left-wing idiots who think 70% of the country is literally nazi's despite no evidence, and think they are justified in murdering everyone who doesn't go along with their beliefs?
The fundamental engine of the DS is to keep everyone asleep and have everyone clapping and dancing to their tune, so they can go along harvesting kids while the rest of the population is busy with bread and circus. To counter-act the deep state the population needs to be woken up. They need to understand the reason for the constitution, they need to understand the stakes and they need to be their to safe guard the future so that this doesn't happen again.
So how do you do that? Let the DS turn up their plan to 11. Make an virus that doesn't do anything, and then force them to double-down on selling an injection that is obvious poison to the entire population. People will literally need to wake up and face the music, because it's literally do or die.
I imagine Trump and the Q-Team went through a massive number of simulations and found this approach to be the one with the least collateral damage. This isn't a kids movie where nobody dies. This is a digital war where everyone is a combatant and there are no civilians.
