If you go on Google Maps and move around the White House a bit you can actually see that building. It's on the other side of the US Treasury building to the EAST of the WH. It's taller than the Treasury building, so you are able to see an unobstructed view of the roof.

Also the metal pattern ends, and doesn't look like it picks up again in the back. Also, is that an air tag or car keys or what attached to his bag? I don't know what it could be signalling, but in situations like this, with picture comms (dog or otherwise), always pay attention to the hand/arm positions and the leg positions.

Certain people in the “know” of the cabal and whitehat since it’s been partial exposed, understand that when there is a dog in the pic or a dog is announced dead it is typically a hidden comm in reference to a handler changing, being turnt or some other information that those fully in the “know” would know specifically what to look for in the picture.. we know there are dog comms but the specifics of the techniques for communication are only theorized or assumed so we can discuss and try to develop a fuller picture of the comm message.
