Tipping off the black hats would be telling them that Q is real, and saying that X is going to happen on Y date. What Trump is doing is validating Q (and forcing the mockingbirds to talk about it) while still maintaining plausible deniability that he is actually involved in the operation. In comedy movies, they sometimes insert fake credits that are funny. And a lot of the Marvel movies have scenes after the credits that introduce a coming movie or add to the movie you just watched.
