The theory about Trump still being President is still a fringe theory even in the Q movement. The actual theory is that we're in devolution aka the military has assumed control. This doesn't mean that Biden hasn't assumed the role of POTUS, just that he has limited power, especially militarily. Trump is not literally in the Oval Office making executive decisions over the country. You're taking the theory too literal.

Also, Biden keeps resigning Trump's important executive orders regarding us being in a state of emergency due to foreign interference. I believe the military is actually in control and Biden is allowed to do some of the things the left wants to do, but it is very interesting that these "things" are ALL items that have a direct impact on citizens' lives: gas prices, food shortages, food price increases, open borders, and interest rate increases.
