Growing up during that era, there was a lot of news about Reagan's Strategic Defense Initiative or "Star Wars" program. The plan was to have armed US satellites orbiting earth ready to obliterate any inbound nukes (or anyone) that dared attack us. I assume that the project was already well underway when he announced it on March 23, 1983.

The Space Shuttle was a VERY popular NASA success at the same time and the payloads were occasionally "classified" since nearly every launch was a big deal and televised.
Since we sorta know how the cabal operates, it's possible that they knew of "Star Wars" in addition to Reagan's other plans and had him shot, and maybe even had someone sabotage the Space Shuttle Challenger. Doing so would derail the means to install a weapon system so advanced (for the era) that the any faction of the cabal could be evaporated at any moment.

Max crew, according to public knowledge at any rate, of the NASA shuttles was 8. By June 1985 we had 4 confirmed functional Shuttles. And 1 Scheduled for it’s maiden launch in October of that year. That’s 40 people total.
Granted context for the entry is for the most part lacking. They could have been referring to in the event of an emergency they could theoretically throw together enough shuttles to get that many people into orbit or something similar. But the wording seems to indicate they had the ability to do so at anytime in the present tense.

Some propellant would be needed, an object doesn't simply de-orbit because you let go of it otherwise the rod would just keep orbiting alongside the satellite.

Whatever type of propulsion would also push the craft launching it, so, would have to have it's own propulsion after being dropped or it would just follow along...

The crew portion of the shuttle was rather small, perhaps 300 people could fit in a passenger module inside the cargo bay. The shuttle was designed to be able to bring satellites back down to Earth as per the DOD and it was proposed to bring the Hubble Space Telescope back down as a museum piece rather than simply de-orbiting and burning up.

There were modules they could fit into the cargo bays that were like the C-5 cargo bay jump seats for soldiers that held 60-65, 32 on one side and 33 on the other from what I understand. They could fit 10 (at least) people inside the crew cabin and there were 4 shuttles plus the Enterprise test vehicle (unclear if it was space capable). So the math is 4 x 65 = 260 + 40 = 300 assuming 4 space-capable vehicles.
I believe there are other "space vehicles" we do not have details on yet.

Whether your comment is true or not, it's plausible. Everyone who worked on the shuttle program was an expert in their field. There's no way someone who was responsible for the gaskets in the rocket boosters wouldn't have known they were compromised. And more than one person had to know.
On that topic: On the day Columbia disintegrated, a close friend of mine received a call from his friend who worked in NASA's mission control. That friend told him to prepare for bad news, because Columbia wasn't coming back down. It wasn't reported in the news until hours later.

There was lots of weird stuff around the "assassination" as if they media had not expected him to make it. My theory is that the dude that got shot in Feb 1981 was a body double and he actually died. I built some custom parts for a company called adaptive optics back then, They were learning how to hit a moving target in space from a ground based laser through clouds and other shit in the atmosphere.
