I am very glad this happened - but there is a problem.
Congress has no power to arrest (and convict) - that is left to law enforcement (and judges).
So, what happens when all the hearings are over and Congress 'refers the matter' to law enforcement (the DOJ)?
Arrests? Convictions? I think not.
Still, I'm happy that the evidence will be presented to the American public. (At least those that want to know.)

Why would the formation of a house committee/subcommittee have to go through the senate? I know they make up one legislative body, but they're still separate and have their own responsibilities.
I believe the House has to approve the subcommittee before it can be ratified and made an official part of the government...

Yep. The three letter agencies will get supeoned all day long and they won't go and testify. Lots of hot air is going to be spoken in the House, but nothing will come of it. Heck, the three letter agencies will probably begin filing law suits against the House just to make them back off. Biden will back the agencies and tell the House to stop and then the Senate will do the same thing. Until the House actually begins tossing people into jail, there will be no forward movement nor cancelling of the agencies.

Your last paragraph got me thinking......Who's gonna be doing the arresting? If the FBI is under investigation and they are Americas Top Cop, who would have the authority to go into the J. Edgar Hoover building and arrest the bad players? Would it be a local beat cop, a county Sheriff, the Sergent at Arms of the House of Representatives, or.........the military? I'm thinking when Q said the military is the only way this is why the military has to be involved. Too many law enforcement agencies might begin tripping over themselves figuring out who has jurisdiction, thus the military wouldn't have that problem. Plus, like the said, the media wouldn't ignore the fact of a few HumVees and Bradley's pulling up in front of the FBI HQ and frog marching out the bad guys in hand cuffs.
And by their no votes, every one of them are now on record as accessories to the crimes committed by those agencies.
