I think Carter played the same role as W Bush. He was a puppet who enabled cabal agents to manage the decline of the country.
This makes him different from high level decision makers like HW Bush, or zealots like Clinton and Obama. W Bush and Carter didn't make decisions but they played their roles. This is why I think W Bush will spend his life in Gitmo while Obama and Clinton will get the noose.
