I would run it through my propaganda tools with things like "Americans/English/Australian/etc. are trapped and/or dying!" to spur the emotional response and catch as many people in the net as possible.
I would rally groups of people in X or Y large city in defense of the other side to create a massive divide (PICK A SIDE!)
A few steps later, I would have my side declare a global holy war to activate people on all sides of the planet -- or at least, lead people to believe this to be the outcome -- and then stage (again, stage does not mean fake) false flag attacks across the world to instill fear with a follow through to massively increase the fear response.
The end result is masses of people calling for murder, more security (e.g. Patriot Act version 2 boogaloo) and mass division as people are split between several sides including the people who won't pick a side.
All's I'm sayin' is, with that declaration it's rife for false flag attacks under the guise of Hamas, Iran or otherwise.
