The headline is wrong. If you read the article, it allows for foreign military ops to be conducted within Mexico when done in consultation with the Mexican government.
But it looks like it's strengthening the consequences for other actions by foreigners or foreign governments that were already illegal.
I read it and have the same takeaway as you. In fact, I found it interesting that foreigners engaged in illegal arms trafficking will result in the highest possible penalties when, in a clip I saw from today, she flat out named Obama as someone who basically took part in illegal arms trafficking with that idiot plan Holder had.
I wonder if, behind the scenes, Trump is making deals to hand over the worst offenders to other governments. Biden pardoned them here, but that pardon doesn't mean shit if another country comes after them... after Trump hands them the proof of their misdeeds.
