I live on the west coast. The oil prices have gone up slightly since the dip about 2-3 weeks ago. Currently Shell is at $4.29/ gallon. Chevron is at $4.39/ gallon.
What is going on?
I checked the oil price today and it's at around $58/barell, the lowest it's been since Biden took office. Last time gas prices were this low my local Shell was $3.50-$3.70.
So why are gas prices not going down like a rock? I thought that there is a direct correlation between oil prices and what we pay at the pump.

From what I read only, our gas taxes are around 24-28 cents per gallon. So not sure that's what's causing this.
I'm in Oregon it's 40 cents state tax per gallon.

Actually you pay about 60 cents CA tax and 18 cents Federal tax. Add the property, business and personal taxes on the gas station and you start to see the picture. And that doesn’t even factor in the higher employee wages.

I don't live in CA. I live in NV. That's why I was wondering why the prices are so high. Usually we are $1 per gallon cheaper than CA.

The refineries are switching over to the "summer blend" so there is a "shortage" until the switch over is complete so prices go up. Happens every year when they switch blends. We always end up paying for their stupid "green" games.

Lots of places go below freezing in the winter. The Sierras, the Siskiyous, and the Cascades all get lots of snow.
The "summer blend" allegedly reduces smog in the warmer months.
Even in Florida they switch blends. (It's slightly annoying owning a diesel vehicle that only stays in South Florida- I get worse fuel economy on the winter blend..)

As far as I remember the way gas pricing works is that the prices at the pump react to the commodity price of oil. So if prices go up, so do the prices at the pump, regardless if it's a cheaper or more expensive batch. Same thing if the prices go down.

I assume that you are in a very blue state. The US AID spigot is being shut off so the state has to find revenue elsewhere to keep all their "provocateurs" on the payroll and finance the perpetual kick-backs.
Check and see if the price of crude has gone up, or if your gas taxes have increased. I'm in deep blue New England and our gas prices are going down. Most are under $3 / gallon.

Didn’t California recently require a new “greener” gasoline blend that drove prices up. Not sure if that impacted California only, or if it spills over into neighboring states.
It's all according to when the gas station private or franchise buys it,what they have in the ground currently is what they bought it at from a previous bulk purchase,there next purchase should reflect a better coincidence to the current barrel price.
Apparently the market is slow to react to a drop in prices. But if there is some scary event in the world and oil jump, then gas on the west coast goes up immediately.

The oil they buy today hasn't hit the refineries yet. You are still getting the more expensive gas because the oil it was refined from cost more than today's market price.

Re - the first part of your question:
The Oil price is very sensitive to unrest, especially in oil-producing countries, who seem to mysteriously attract military and insurgent activities. So, war tends to send the global price up, especially blockades. Even the 'threat' of war in an oil-country can send the price up - hence the constant spook and lame demonstration activity - which is a blatantly transparent attempt to make a quick buck, IMO. One can track that stuff just about to the hour when news breaks.
The fact that the price is dropping, means that more oil is coming on-line in the market - or it can somtimes indicate a coming recession - which would mean that there would be less demand in the 'future'. So, the gamblers, if you like, are predicting a recession.
The sensible thing to do in this chess-game, is to smooth a bunch of ruffled war-feathers (i.e. reduce warring), BUT keep MIC running, to stock up on new amaze-balls weapons - i.e. announce a TRILLION dollar spend) and get on with using lots of the luberrly stuff for the sake of civilians (i.e.make MOAR factories and use MOAR oil). The risk is that spending more on weapons and military means some may accuse one of war-mongering. It's a triksy game.
To the second part: The difference between Oil and Gas-for-the-pumps, AKA petrol prices.
They are disconnected by refining and shipping costs. It's a 'lag' depending on how much oil is still sitting in the tanks from the 'higher' price - that needs to be processed first (and yes, they keep track of the age of tanks, because it goes off, and settles like molasses just with ambient temperatures). The price will drop when the 'new' oil starts coming online. I disagree that it will be automatic - that's a pipe dream. Those guys have their eyes on their fries, and know exactly which tank has the 'new oil. Also, reduced refining and shipping costs act as a "secondary bonus" when the price actually drops at the pump, because it lowers the cost of production and shipping, obviously.
I hate to be the one to have to tell you this, but... You live in a STUPID state. I'm sorry. The only cure is to pack up and move to a SMART state. I live in a smart state and paid $2.65 a couple days ago. The other option for you is to become active in your government and encourage those around you to GET SMART. I fully agree with you. I wanted to move since 2020. The main stumbling block is that my wife is born and raised here and all of her family live here as well.
I was thinking of moving to Utah somewhere around the Salt Lake area. I know SLC is a liberal shithole, however I heard good things about Provo and Ogden. The only drawback is that it's gotten expensive, but it's expensive everywhere, including here in NV.
Plus Utah has the added benefit of being mostly mormon. While I'm not fan, I do appreciate that they tend to lean conservative and as such the state is a conservative lock for the near future. That and also the LGBTQ and fluoride ban.

Yes.
Ethanol comes from corn and does not burn as cleanly. This results in clogged fuel injectors, etc.
If you read the warranty on gasoline powered lawn mowers, weed trimmers, etc., you'll see use of ethanol gas voids their warranties.
Like a third to half of the price of gas is actually just federal and state (sometimes local) taxes. At $3.5 a gallon (the national average) a dollar of that is the refinery and their markup, a dollar is the wholesaler and their markup, and a dollar is taxes. Fifty cents is the actual profit for the gas station per gallon. In places like California, the tax part eats up a larger portion of the price and drives up cost per gallon.

West coast refineries are ramping up for the "summer blend" so there are "shortages" during this time. It's some green nonsense where they claim the summer blend reduces smog in the warmer months. OP was unaware of this.
