Itād be interesting to see what sorts of state laws were in effect prior to 1850, and how they were enforced. Part of the answer is likely restoration of trial by jury and jury nullification.

About 50 years ago, DC was run by the federal government. Congress passed a law granting them home rule. I think the first mayor was Marion Berry. The congress still helps them out with their budget. Also, in the recent past, DC became majority white (left wing white).
