The benefit of the justice and courts route is to restore the public's faith in the justice system.
Imho, the restoration of faith in the Elections processes is more important to happen first. But, if both things happen, that would be most beneficial, imho.
At this point, there are very few who are trustworthy-the majority are swamp scum. Unfortunate but all must be removed to begin rebuilding faith in those who must always remember they serve us.
