I know that they had a link published in a random article/writing that was included in wikileaks, but I'm curious as to what solid ties you have to link them conclusively to Clinton?

If you scour the internet for past mentioning of this website and the figures produced, you will find they have been changed quite a lot over the years (See Above Top Secret, etc)

Probably not, as the rest of the figures for the US drop as well. Also, the figures all drop for a lot of other countries, such as France. The full chart on Deagel showed all the countries of the world, and a lot of them have huge drops in population projected by 2025. This has been on their site for years, but I think they have taken it down now. But it's still on Archive.org and elsewhere.

70% happens to be the target number of people they want to have the shots.
There is nothing natural about populations dropping by this much all over the world.

OP is a retard that doesn't understand English. It should read "Would be reduce to 70%" no "by 70%"
What OP wrote is 100% correct. If you take the larger figure of 326,620,000 and divide it into 99,553,100, you get about 30%. So the population is reduced by about 70% in the Deagel chart.
