I doubt Taiwan was ever even a possibility. By CCPs own estimates, it would take upwards of 1.5 million troops on the ground to do Taiwan. That's not counting armored vehicles and other heavy weapons such as artillery.
CCP has no where near that haul capacity. And using the ports to offload standard cargo ships is a non starter because it is well known that Taiwan defense plan calls for destruction of their own ports to prevent that from happening if the situation goes hot.
