You can look at that in several different ways.
California is having massive trouble hiring police officers, as many have retired early, quit or simply nobody wants the job and they can't find qualified candidates.
California is reduced to looking for police officers by severely lowering their standards.
California's main problem with hiring police is that horrible legal liability that places on the officers. Officers can be personally sued, or held criminally liable just for doing their jobs. Enter the illegal immigrant. :>) Very limited liability... very easy to hire / fire without police union protection... very easy to move officers around the state with nearly no objections allowed.
Newsom will have his own private police force. Guess who gets to decide WHICH illegal immigrants get to become police officers...and where they are allowed to work? We look at this as being California wide, but that's not what is says. It may NOT be the entire state, but only certain areas. What if Newsom selected certain counties or particular cities where he intends to have his illegal immigrant police forces that he controls... and he has his own reasons for doing that. Basically he controls the law in those areas.
If Newsom made a deal with the Mexican Cartels about running certain areas of California (which the Cartels will in this case)... he just made it happen.
This could absolutely be about the drug cartels. Cartel members working as American police, with a badge and the power of the state behind them? That sounds like the sort of thing a cartel would love.
I think that’s exactly what this is about.
Maybe they’ll open up some CCP police departments while they’re at it.

Once you have a work permit, you have lawful status. You may have entered illegally (which, IMO means you probably shouldn't be allowed a lawful status) or you may have overstayed your visa before, but now, for purposes of employment, you're legal.
Did CA have a law restricting police to citizens and permanent residents? If not, I'm surprised they weren't already hiring 'dreamers'.
In some states, they're already being hired for police, medical, fire, administrative law judges, etc

Watched a few Rogan podcast shorts and others talking about cartels in California…holy effing scheiße I didn’t know it was this bad. Whole areas of forests taken over for grows, trafficking, missing persons whom they assume stumbled upon grows in the forests and were killed, whole rural communities taken over and threatened and local law enforcement completely powerless to do anything about it. Was also reading about California giving medi-cal (state run health program) to illegals, they give them drivers licenses…California is basically working hand in hand with the cartels
