This is not a misdemeanor shoplifting this is felony burglary. Many many years ago I worked undercover shoplifting security for K-Mart when stealing cassettes was big in the 80’s. They are entering with intent to steal which is burglary not lifting a candy bar as a snack on the way out.
Oh it definitely is. My SIL lives near Seattle and said as long as the value of the items is under $150 ( per episode), they allow them to just walk out with the goods and raise the prices for the legit customers. She said it's getting really bad.
My nephew worked at Target in "security" as a summer job. He was told the same thing. One day they walked out with a TV. It wasn't until they came in to get a second one that they went and got mall security. He asked them why they bothered to hire him.

Doesn't even matter what state. Majority of retail stores have a "no chase" policy, meaning they can't stop or follow someone that is actively stealing due to legal and insurance reasons. It's just blue states you have less consequences if you're caught.
