I am going to pose another view.
First he said this a couple of times, I think 3x. The seal is broken.
Context:
Trump was talking about the deplorable state of the USA. No significant borders = no country. De system of law is out of order = no authority, money= no indication of sovereingty. Infiltration at the highest levels by bribes = no functioning administration. By indicting Trump under the espionage act, these dwellers in Washington DC, Trump called it China Town, it becomes not only foreign but in a state of enimity.
Now take a look at the flags.
Before his indictment Trump would speak with flags behind him, with golden presidential emblems adorned flagpoles and a flag adorned with a yellow fringe.
Also take note of the video Trump retruthed where is travels the world. Note the color of the emblems. All silver colored. Sometimes a ball, or a spear.
In his Bedminster address you'll notice the color of the eagle: not Gold but Silver.
So now Trump says: the SEAL is broken.

Hypothesis:
I view it as meaning: The Great Seal has been broken.
By changing the presidential eagle from gold to silver, I think he changed the venue.
Gold, traditionally connected to the money of Monarchs, and Silver, the money of the People, I think he is signalling that his promise at inauguration of January 2017 to revert power back to the people, is going to be manifested in a different venue.
By the same token that brought the USA into a corporatocratic-postal construct, so, I think, he has just moved into a different construct.
If this is difficult to comprehend, just research postal venue since July first 1775. What did it setup? What did the Constution replace and setup? What did the Constitution of 1871 set up? What did the yellow fringe since 2000 signify? What is the correct flag for contracting?

As far as the flag is concerned, the title4 flag, Between 2000, the year they captured that flag, and today, no pure 1:1.9 flag with a blue field 3:4 has been on display in official capacity as a symbol of the terms of the contract. Instead a yellow fringe flag is shown, or different dimensions.
Two years ago I bought a 1:1.9 flag, and they call it a funeral flag. I was stunned by such. I bought it nonetheless because its quality is honorable.
Given the life-story of these two men, I am inclined to at least give credence to the idea that the original terms were changed in 2000. And perhaps it has changed even before that, at least in 1929, 1871 and maybe in 1789-1791. There are some vague claims connected to it, like 70 years of international debt restructuring or three strikes out. The timelines look good, if you follow DAVID-WYNN: MILLER' s story on Hawaii, that brings it to December 7th, 1941. Then I look at the evidence and wonder why it is all so .... esoteric. Why not be clear with an open visor: claim + show evidence.
The same thing happened with postal-stamps from before 1971, so called gold-dollar-stamps. these are called: wedding-stamps, although these stamps still hold valid as postal-stamps.
The same goes for court-houses. You have to look very carefully to comprehend the jurisdiction you enter into, and under what construct you enter into contract with the court.
And while were at it: if anyone of us anons is somewhere around DC, please have a look at the second floor at scotus. What flag is there? Compare it to the third floor, please. Just to check a couple of data points.

I am not saying that all what these men have said, and Russell is still saying, including applying the Kim Clement prophesies to himself, is correct.
Russell, for instance, claims the postal construct of Benjamin Franklin of 1775 and thus the seal of may 5th 1776. Yet, Trump acquired that seal. I have not seen Russell use that seal in any way shape or form. And because Russell claims that postal-construct to move commerce from a to b, it follows that he legally can claim the position of Commander and Chief, a military position. He also nested his postal construct within the UPU, thererby bridging his postal construct with the other one.

At a certain point Russell explains something about the postal-construct that the process Benjamin Franklin used was the upside down world, and that the people should have spoken first on the way forward, instead of one man creating a construct,meaning the post-office is in control instead of the people.
If that argument is to be valid, then Russell' s postal construct is as bad as Franklins. On top, Russell's construct is a corporation! which makes the argument illogical. Comparing that to Trump' s objective, to return power to the people, I would then expect a correction of the initial wrong.
In my own country, the state was created first, later the postal function. Hence, the Dutch postmaster-General is a rather obscure person with rather simple and straight forward responsibilities. This was valid in de Republic between 1581 and 1795, and during the Kingdom of 1815 till now. And thus, postal-mechanics are not that widely appreciated, especially now, with all this digitization. It works, though, funnily enough. Even better in Belgium. With the use of these mechanics, with our sovereign status, we can simply do business in the foreign vessel called court-House without hindrance or let if and when we do it correctly.
It seems to me that that Russell's flag claim is valid, and his postal claim seems legit, but who' s to use it? The word is, Russell tried to get Trump on his train, I guess by sending him a typical Russell letter insisting on a meet, went to Mar-a-Lago without proper invitation, and Trump wasn't there. Russell was and is still very pissed at Trump (hahahaha). Perhaps, also play a role that these two gentlemen have a propensity to like lefty people like The Clintons, Camel Toe, Joe.
Interestingly, when Joe came up, Russell made it quite clear that he had received a communication in writing from Biden' s office that a presidential oath had not been administered, but only a solemn declaration. Such a thing had not been in the works at Trump's inauguration.
Yet, Russell showed his proposal to resolve the debt situation to Joe and not to Trump.
So, I think there are competing solutions to the same issue that is ailing us. And when I compare Trump to Russell, Russell seems impotent and rather petty, though it should not suggest his teachings on postal mechanics are rubbish. I think and know they are pretty neat and correct.
It seems that we are having this situation like a four square block. Are we going left around or right around from square upper-left to square lower-right.
Eventually, it brings us to the meaning of Trump going into the court House as an indicted President and coming out of it figuring in a different State with different presidential regalia. In essence, moving out of one jurisdiction into the another, and claiming the SEAL of the old one is broken.
If I were to interpret it, it would mean that the old jurisdiction is no longer capable to contract due to lack of authority, capability of authentication, certification, etc.

The thing is, when first a postal construct is made to move cargo from a to b, it presumes the military to be postal. Would that be obvious today? I guess, anyone with a military duty in the US can attest to that, while most have not yet closed their postal-account.
After the declaration of Independence, there was the document called: Articles of Confederation, creating the federal government.
Since the rules were insufficient to effectively pay the war-debts, the Constitution was written and accepted in 1791.
Read the Peace treaty of Paris of 1789 (1783 drafted). What is the most important article there in order to perpetuate the peace? Hence, The Constitution.
Did the money change? Did the seal change? Did the flag change?
This brings us to 1871. Same thing. Compare the title and style of the former Constitution to the new one.
Take notice of the additional amendments. What did the 13th and 14th create? To where does the Federal jurisdiction now extend? What was the original intention of the Federal Jurisdiction? What happened to the position of Federal-Senators? To states-rights? Especially after 1929? What is the book of the States? What is the meeting called of all the governors? What is the intention?

Well, as he stated quite clearly in his speech last night, past presidents and VPs have actually done what he's now been indicted for, yet nobody lifted a finger to do a thing about it. In fact, as we've long known, but what the general public has recently become aware of, the federal agencies that are tasked with keeping things fair and just and lawful in this country have been used for political purposes.
"The seal is broken" maybe is one way to say that precedent has now been set to prosecute members of past administrations for the very thing that Jack Smith is alleging that Trump is guilty of.
