First of all, you don't jab someone on their hand, and second, he was fine until the moment she touched him.
You don't "know" there is "no such thing as coincidence." That would mean the impossibility of random events, but they are all around us. Well a few things --
Other people have identified her as a senator from West Virginia, so she is not his physician.
Also he is clearly beginning to slow and mumble before her approach, so people may have been beginning to wonder if something is wrong.
Finally, the angle of her approach is such that she might not have been aware that he was faltering until the last moment, so whatever she's holding she may have intended to give him, until she realized he was in distress.
I dont think she passed anything to him and I think symptoms of his seizure or whatever this was were present before her approach.
