And for your last questions, it’s longer winded so I can try to shorten it. Paul was basically a Roman citizen. He wrote to mostly those of “white skin” because of the areas available. The implied conclusion may or may not be true, but there is a flaw in the way this is measured.
As an example, just assume that society is 80% white and 20% black: if (big if, I know) crimes were committed equally by both groups, every crime committed by a white person would have 80% white victims and 20% black victims. And the same victim ratio would be true for crimes committed by black people. But, for every 100 white crimes 20% would have black victims, and for every 100 black crimes 80% would have white victims, meaning that crimes by black people are 4x as likely to victimize the other race. In other words, this particular way of measuring reflects victims as a percentage of the overall population, not an indicator of character or motive or even criminal activity.
Theoretically, even with the graphic above being true, whites could have 160 violent crimes per 10k whites, making them equally violent and criminal just with a different breakdown of victims. Point is, you have to be careful with what you measure, and what it actually means.
Before presenting an argument, you should be aware of how it can be discredited, and a statistic like this is presenting a partial truth as if it were a full truth. In other words, no matter how true the statistic is, what it measures doesn't match the conclusion it implies. This particular measurement presents a distorted picture. It's better to use statistics that are more clear in what they represent. A more useful one, one that is much harder to discredit, would simply cite violent crimes per capita among each group.
There's tons of screwed up statistics to say whatever you want. It's always best to keep it as simple as possible.
Not only that, but crime victimization surveys are another way to double check arrest records - in other words are the police arresting more blacks unfairly? Well let's look at the surveys of people who reported crimes and what those stats are? Well they tend to confirm the data that blacks are the ones committing crimes according to the victims of those crimes (even unsolved ones - but they asked the victims 'who did this to you?' )

Sorry, this comes out of the blue. I had to check what it was all about. If Elon is citing the DOJ stats, those are the facts. I've seen them also. But in my recollection, the black-on-black crime rate was highest of all. My impression is that is even true in South Africa.

From a longer perspective, I would put it all down to tribalism. The white on white violence you mention can easily be seen as conflict between Latin and Anglo-Saxon and Slavic "tribes" (the worst in history). And for your last questions, it’s longer winded so I can try to shorten it. Paul was basically a Roman citizen. He wrote to mostly those of “white skin” because of the areas available. Available is the key word here. Areas conquered by the Romans at the time. Outside of those borders were barbarian lands. Try getting letters through that. Christianity did get there eventually, but was later. Several years after Paul. So Roman lands were areas he had access to. The man was basically under house arrest at this time. You're both correct. Mindset has a lot to do with it. But though there are outliers, the fact remains that the average black IQ is only 85 (Whites around 100), which used to be considered 'retarded' before they lowered it.
So yes hard work, good attitude, all goes a long way and puts you in the winners circle, and we would all be better off if that type of mindset was more common.
But on the other hand, if society is set-up for people with 100IQ and you only have 80, then yeah it's going to be frustrating and youre going to feel like the whole world is 'keeping you down' - because you're just not cut out to make it. So then what? Well that's why they invented welfare... and here we are back at square one
The real problem is that certain sectors of society (political satanists, essentially) targeted the black people in America as an easy target. Downtrodden, severe historical suffering, disadvantaged.... An ideal target for creating resentment and all that flows from it.

The implied conclusion may or may not be true, but there is a flaw in the way this is measured.
As an example, just assume that society is 80% white and 20% black: if (big if, I know) crimes were committed equally by both groups, every crime committed by a white person would have 80% white victims and 20% black victims. And the same victim ratio would be true for crimes committed by black people. But, for every 100 white crimes 20% would have black victims, and for every 100 black crimes 80% would have white victims, meaning that crimes by black people are 4x as likely to victimize the other race. In other words, this particular way of measuring reflects victims as a percentage of the overall population, not an indicator of character or motive or even criminal activity.
Theoretically, even with the graphic above being true, whites could have 160 violent crimes per 10k whites, making them equally violent and criminal just with a different breakdown of victims. Point is, you have to be careful with what you measure, and what it actually means.
Before presenting an argument, you should be aware of how it can be discredited, and a statistic like this is presenting a partial truth as if it were a full truth. In other words, no matter how true the statistic is, what it measures doesn't match the conclusion it implies. This particular measurement presents a distorted picture. It's better to use statistics that are more clear in what they represent. A more useful one, one that is much harder to discredit, would simply cite violent crimes per capita among each group.
There's tons of screwed up statistics to say whatever you want. It's always best to keep it as simple as possible.
Here's another interesting stat from several years ago that I remember vividly:
The FBI had an official crime state for rape, along with a breakdown by race (don't know if they still do, due to wokeness).
Black males raping White women: around 35,000 per year.
White males raping black women: "Less than 10" per year.

Not only that, but crime victimization surveys are another way to double check arrest records - in other words are the police arresting more blacks unfairly? Well let's look at the surveys of people who reported crimes and what those stats are? Well they tend to confirm the data that blacks are the ones committing crimes according to the victims of those crimes (even unsolved ones - but they asked the victims 'who did this to you?' )

There are plenty of black people to whom this doesn't apply at all, and it's a shame to generalize in this way. On the other hand, if it can get the race-baiters to actually shut up, it could be worth it. That the race-based antagonism framework exists at all is a big part of the problem.
I am mindful of the Q post describing how blacks were integrating very well before welfare and the civil rights movement came along, and how there is a valuable intellectual and political history of blacks in America independent of the pervasively divisive narratives out there. Sorry, this comes out of the blue. I had to check what it was all about. If Elon is citing the DOJ stats, those are the facts. I've seen them also. But in my recollection, the black-on-black crime rate was highest of all. My impression is that is even true in South Africa.
Chicago sticks in my mind because I had been there and noticed that the racial mix appeared to be 50-50. Yet the deadly crimes seem to be concentrated in black neighborhoods, in black-on-black shootings. Gang turf wars, etc.
In South Africa, the intra-racial conflict is tribal, especially South African blacks against immigrant worker blacks from neighboring countries. They are verging on lynch mobs and necklacing. Tribal rivalry and jealousy are very high. As someone here once mentioned, this could also ignite the Zulus against the Bantus, et al. This is not by any means to exonerate the perfidious government of Cyril Ramaphosa, but it looks like the general situation is essentially out of their control. (Julius Malema and his Economic Freedom Fighters---communists---only pour petrol on the fire with their doctrines of national dispossession. It's not raciss to point out facts. But to reduce the issue to problems of skin color is way too simple.
From a longer perspective, I would put it all down to tribalism. The white on white violence you mention can easily be seen as conflict between Latin and Anglo-Saxon and Slavic "tribes" (the worst in history). In Africa, tribalism is high, and whites are considered as just another tribe ("Muzungu"). Gang violence in the inner cities is nothing other than tribal warfare. Was not the Mafia a tribal protective vigilance organization? Skin color is only an incidental, like hair color.
