It's plain he was fulfilling his legal obligation that in order to invoke the Insurrection Act the President has to announce his instructions for everyone to go home peacefully. It was so important to use that key to turn the lock exactly as required that his speech writer included the words not once but three times. I'm sure the Democrats knew exactly what he was doing and issued the order to erase that speech off of the internet. Uttering those words, at that moment he was entitled to invoke the Insurrection Act. In the days following, we all wondered if he had signed it.
