Help Me Anons! The Organic Act of 1871 (see link) from my reading, does not contain the words "United States Corporation.' The Act is shady AF, but where can I find the authority that Congress created a "Corporation of the United States" or "the United States Corporation." Thanks

This may or may not help you.
Redpill78 and Patel Patriot have been doing their Baseless Conspiracies shows on this topic, to debunk the info that is going around out there. They do a pretty good job of pointing out the inconsistencies and incorrect interpretation of the Act of 1871 to form narratives. Too much info to remember to regurgitate here. You can check out their shows on Badlands Media via Rumble.
They suggest reading this substack below.

Great show with lots of good discussions and presentations. I've been watch Zac for quite a while, but had not watched Badlands Media before he joined them. I really like the questions he's willing to ask out loud and pursue answers to since they are usually my questions as well... and a few I haven't thought of. I was worried that that would get lost when he joined Badlands... I worried for nothing. Like I said... great show!
They do a good job of shooting down the bullshit theories and "sovereign citizen" stuff but they are still sorting through bullshit and haven't gotten to the core truth of the matter. Unfortunately it takes a lot of studying to even know where to start.
https://youtu.be/QprXXvsNGIY
The "sovereign citizen" stuff usually ends up with an cock sure dude who believed his uncles interpretation of his best friend's brothers take on what he heard at a bar he was drunk at one time,,, getting shot on body cam...
And a bunch of other people being very pissed off about it.
The Bundy ranch was a win because of all the ex cops / military / regular people that showed up with guns to tell the gov to fuck off...
LaVoy Finicum had a pretty good handle on the constitution and was NOT an idiot... he was just at the "Live Free Or Die" point all Republics gone bad get to... where a LOT of folks in the states are going to get to... hopefully before they take our guns... cuz this is the last stand.
I debated with a "sovereign citizen" on reddit once, a long time ago.
It ended with him telling me about when he got out of a traffic infraction. Memory is a little fuzzy, but he said he had spent 6 hours and paid a fee for something state-related and got out of the ticket.
I said so you wasted 6 hours of your time, and still ended up paying the state anyway..
I didn't get a response after that.
Right now I'm debating with someone here who is trying to use William Cooper as an example of Sovereign Citizens Movement tactics working in a court of law.
The same William Cooper who was a "major fugitive" from law enforcement for years due to ducking warrants for tax evasion and was eventually shot and killed by Sherriffs Deputies when they tried to serve a different warrant (for assault) on him. He had previously said he would never be taken into custody alive (talking about his tax evasion warrants), so I guess he really meant it.
I've been going around in circles with this person for over an hour, trying to explain to them why this guy is not an example of Sovereign Citizens Movement tactics working in a court of law.
🤦
Good grief.
That substack puts a whole new perspective on "Orange Man Bad".
Maybe it's derived from Chapter LXII:
I can see how that could be seen that way, but all it says is that they are incorporating DC as a MUNICIPALITY, under the laws and constitution of the US.
Indeed. Op asked for United States corporation, and I tried to provide the closest thing I could find in the source. Whether the legalese around this makes it true or not is a different matter.
I will say at its base the government will leave as much wiggle room and interpretation in what they write with a purpose. That being said it leaves interpretation for all sides to guess and all the room for them to maneuver. The federal courts seem to default often to the govt.
If "the federal government has no authority to create its own state" and "it is expected that municipalities be incorporated ,they are all incorporated under state law" and DC houses the seat of the federal government could they have loop holed DC not being a state but a bastard version that they then incorporated with the fed govt being a part of DC?
What I took from that extract was that the 'corporation' was mentioned as being separate from the 'united states'.
So, whilst it can act on behalf of the states, it isn't (in it's own right) a sovereign body.
Wasn’t that the point though and the reason it should never be a state? I understand what people are saying but it seems strange to me.
Doesn’t this go on the idea that your birth certificate is a contract…
How can you enter a legal contract and not know you are in one. My sea lawyer experience tells me you are not obligated to a contract you did not sign willingly.
According to some of the info I've read before on UK maritime law, your parents sign the contract, thus you are considered cargo, not a living human being.
'B(e)rth certificate'=cargo manifest, maybe?
An interesting possibility. One that goes above my head in finding out lol.
If you can tell by my rambling its over mine as well.
I've heard that technically all the corporate counties and states are subsidiaries of the District of Columbia Inc. and have no jurisdiction beyond DC's borders. But by naming themselves after the states and counties, they fool the Americans into thinking that their jurisdiction is the entire state or county. It's just fraud. Something that gives wight to this theory of fake government is that people are finding incomplete or missing oaths of office for many government officials. This is true, for example in the Biden administration.
Would be great if legal anons could provide some insight.
Well that's the thing. I am a 20-year attorney. And I'm pretty good! And so I started reading the actual law. And it isn't there.
But -
• The law calls for a governor of DC to be appointed by the President ...and that's kind of weird. The law hasn't been repealed as far as I can tell but I can tell you the internet appears to be unaware of who these governors have been.
• The Civil War bankrupted the United States and there was a contemporaneous Treaty with Great Britain in 1871. All wars being bankers' wars leads me to believe there is something afoot here.
• The Organic Act of 1801 created DC. It existed. It was fine. So why was this one of 1871 needed?
• While it is expected that municipalities be incorporated ,they are all incorporated under state law. The federal government was given no power to create legal fictions.
• But not only legal fictions, the federal government has no authority to create its own state - which is exactly what the Organic Act of 1871 does to DC. It makes it into a state, albeit with difference between actual states.
Thanks for this information. I wonder if people are just using slang instead of detailing exactly what is in the act. It would appear that the act itself is probably unconstitutional. There is no "US Corporation" to dissolve, but rather, the District of Columbia was never properly authorized in the first place. Like when a court acts without proper jurisdiction.
There is a US Corporation. Its called the Virginia Company and its been heavily discussed in books written in the 1870's and newer. I have a few such books and the info in them is quite different than the info found on the internet or in Addison Wesley/Houghton Mifflin/MacMillan.......
https://greatawakening.win/p/17r98zcaHa/x/c/4TwT1K8ZVfa
Maybe the Virginia company as suggested here?
Which makes it sound just like the city of london, and the vatican.
The fact that your username is hugefreedomboner and you’re a 20+ year attorney somehow gives me hope for this country

Idk how much I believe the corporation and free citizen stuff. I think it’s more the evil ass federal reserve banksters took over and until we take it back everyone, even most of the wealthy, are debt slaves.
Learning common law, I’ve learned that everything is based on a contract. Legalese was created to confuse you from this fact.
Got a traffic ticket in the mail? Send it back with a conditional offer of acceptance and they leave you alone. Being free is a choice, albeit a hard choice to make, it’s still a choice.
Where can I learn more about these conditional offers?
Here’s a starter: https://m.youtube.com/watch?v=8Z2M3OufrFo
E: in the video I linked above, it mentions a treasure account. Ignore that part. My research led me to believe it’s bullshit. They also call it “accept for value”
To really understand what you’re doing, I recommend these guys as “gurus”.
Bill Thorton, Karl Lentz, Marc Stevens, Christopher James, Sam Gross, Robert Fox, Robert Odeck, Steve Emerson,
Karl Lentz has a channel on YouTube where he uploads his talk show, I believe the channel is called Craig Lynch.
Robert fox has a 6 part seminar on YouTube as well.
I’ve personally beaten traffic tickets for speeding and turning on a red at 3 am with no traffic. Now I’m just waiting for the irs to send me a letter. It’s fucking scary, I won’t lie to you. To take this path requires knowledge and understanding.
The courts job is to trick you into giving jurisdiction (control). You can end it in its tracks by challenging jurisdiction, the prosecutor, not the courts. Courts always have jurisdiction, the prosecutors do not. Unless you cause another man harm or injury, or damage their property (your body is technically your property) or there’s a contract violation, they have no right. Prosecutors like to act on behalf of a “fictions entity”. It’s like having Mickey Mouse hire an attorney. The “state” doesn’t have hands or feet, it has man acting as employees. Go after the man and stop him in his tracks. You can really have fun with it if you know what you’re doing.
Good luck
Thank you. Some interesting stuff to dig into.
If you’re gonna dig, I wanted to add that some videos you find on YouTube will have some good and some bad information. The video I linked above is a great example of that when he mentions a treasury account. Everything else in that video is good info. Try to stick to the people I’ve mentioned as a starter. The more you learn, the easier it’ll be to spot the bullshit.
Here’s 2 videos that should help you grasp what to expect. Happy digging.

Thank you!
Oh, I think this one is very important. If you ever sue for compensation, do not, DO NOT accept federal reserve notes, do not cash any checks. It’s a trap. Only accept us minted coins, silver/gold eagles.
Thank you for that advice. It makes sense that it would bring you back into the system.
I dabbled in the stuff in the 90s & just couldn't figure it all out.
I've never heard of any of the people you mentioned but where I learned was mostly youarelaw.com and they also recommend the course at howtowinincourt.com.
I did the How To Win In Court class and it goes into the whole legal process of how lawsuits work from both sides, criminal and civil, state and federal, appeals, rules of evidence, procedure, everything. It's almost like going to law school. Taught by a 40-year trial attorney who learned how to use the rules of court to win cases.
I’ve seen their stuff. I wouldn’t recommend it because it keeps you within the legal framework, not to mention the paywall.
The alternative is to reclaim your status as a man and take all fictitious entities out of the equation. “Who is my accuser, let him come forth and make his claim under oath that I did something wrong”, as protected by the 6th and 7th amendments.

There’s different ways to go about it. Pick which works for you.
It didn't and it doesn't. That's what smacks you in the eyes when you read it. No such creation. The allegation is based on lots and lots of "but what this really means" style of argument, contrary to what the act itself says...which is nothing to do with establishing a corporation in the commercial sense. It "incorporates" the city of Washington as occupying the District of Columbia. Just as any other city is "incorporated" into an entity with a legal existence. No other meaning.
The fact that the united states federal government has a DUNS d&b number shows that it is indeed incorporated.
https://www.dnb.com/business-directory/company-profiles.government_of_the_united_states.b7a10c3efed8e705e9ea6611ad971dbe.html
That does not however mean that it necessarily became that way in 1871.
The organic act of 1801 did however incorporate the city of Washington DC
Having a DUNS number doesn't prove it's incorporated. I used to work for a company that did government contract work and they required everyone bidding to have a DUNS number. It was just the system they used and because of that they had a number in the system as well so that bidders could reference that number.
Have you ever applied for a DUNS number? You do not get one without being a corporate entity or other licensed place business. Fact remains, the federal government is incorporated. Many municipalities do it, why do you think its not possible for a larger government entity to do so?
28 U.S. Code § 3002 - Section 15 A
https://www.law.cornell.edu/uscode/text/28/3002
There are federal corporations. Page 15 of this doc claims to list them all. But note, they aren't really corporations... they are chartered entities that are called corporations.
https://sgp.fas.org/crs/misc/RL30365.pdf
The link you posted is just a list of definitions to clarify what the code refers to when it uses certain words. It doesn't "define the US as a corporation" broadly, it just defines what the code means when it uses the term "United States". It only applies in the context of that code, which only outlines the procedures for federal debt collection. People can owe money to a federal corporation (the Tennessee Valley Authority is one example) and that code explains how the federal government connects those debts.
Even courts will have a DUNS because they have to engage in commerce for things like buying toilet paper, operating bank accounts, paying their employees.
It only shows that the U.S. government has a Dun & Bradstreet number. This website has clearly squeezed a description of the U.S. government into a business model template, for the sake of populating a template.
There is no issue over the fact that Washington DC is incorporated (i.e., created as a legal entity for debts and services owing or due). The point is that it is not a private corporation.
DeathRayDesginer Anything that is incorporated is in the end a private entity. The Republic of the United States is a public entity. It has a Constitution for governing, and requires all states which are public entities to follow suit. So anything that isn't a public entity defined by law, in other words the US Constitution is a private entity.
We The People, Constitutional Republic equals public. Anything else is private.
Cities are incorporated all the time. They are not private entities. "Incorporation" means only that they are constituted as a legal entity according to charters or similar documents. Legal, as in being liable for cause or debt. Cities are public entities according to state or federal law as applicable.
How can anyone really know? I certainly can't parse that language. We are at the point now where two smart people dedicated to find the truth could dig through everything that is out there and present two convincing arguments that are opposite.
The idea that these ghouls are technically working for a corporation we don't know about rather than just flagrantly and blatantly defying the country is actually a little comforting, and things make a little more sense to frame it that way. I've read that the capitalization of words plays a huge role in all of this, and how the law is applied
I don't know. I hope we know soon.
https://youtu.be/QprXXvsNGIY?si=h2kB6DIszywRf6fD
This guy explains from his research:
There are two separate entities. The District of Columbia and the United States. They are not the same thing.
Both are fictional entities and neither is the "Republic". The District of Columbia is the entity that was altered and turned into a municipal corporation for the purpose of contracting.
The video explains that the corporation is an instrument created by a Trust. That is the United States Trust.
Everything is a Trust at its core. The corporations that we see are only the instruments that they use to do business.
The elites have got it all figured out right down to the last period at the end of the sentence so they don't have to pay taxes and contribute like the rest of us. I bet they get out of paying sales taxes somehow, that is how locked up they got it. They hide their money behind trusts ect. Maybe we should all do the same. Set up a trust or two, then set up a corporation or two and shield us from any and all government intrusion. If we do that we'd might end up wealthy and able to afford lawyers to keep the government busy for decades. That is exactly what the Overclass elites do.
If you have a good enough lawyer (meaning $$$), and have enough money yourself, you can easily get out of paying taxes.
President Trump does it, and brags about it. I don't blame him at all for it, either.
But why is it ok for him to do it, and not the other "elites" who have the money to pay for good lawyers to do the same thing?
Seems a bit hypocritical to me to cheer Trump doing it, but demonize others for the same thing.
That's actually the right way, but it's not easy. Trusts are extremely complicated. And private trusts are even more insane. Even if you get a real Trust from a licensed attorney, that's still a statutory trust, so not immune from government.
What is the difference between a trust and a private trust. Never heard of a private trust because I thought all trusts were private.
I'm not an expert but the book that is considered the textbook manual is called The Art of Passing The Buck. It lays out it great detail how trusts have evolved over time and how to set up a private family trust that can last for generations. You don't need a lawyer, you just need to know how to do it.
When you have a lawyer do it, that is how the state gets involved. Because the state sets the rules for how licensed attorneys must set up the trusts in a certain way in case the trustees can't be found or some other issue arises that needs to be handled and there are no trustees available.
Basically, a private trust is a legal entity that is not registered or administered by any government entity. It can own property, open bank accounts, create corporations and LLCs that do business with government, but the trust itself remains private. You might register certificates with state entities to let them know that it exists and what property belongs to it, but the actual original document with full details would be kept in a binder in a safe, next to your gold bars and such.
Spoiler alert: they didn’t create a corporation.
They incorporated Washington DC so that it could have its own city government. Previously Congress was solely reliable for the administration of DC. They passed off that responsibility to a separate city government so that they could do other things like impose taxes, establish central banks, start wars under false pretenses, and in general screw you over.
Then later some gullible and ignorant people read the act, saw the word “incorporated” or “corporation”, and assumed that the act was talking about an economic corporation. They didn’t bother double checking, and instead ran wild with theories based on a false premise.
https://www.thelibertybeacon.com/when-the-united-states-became-a-corporation/
The Act doesn't have the words "THE UNITED STATES" anywhere. So if a corporation called THE UNITED STATES was created, it seems it would have to come from elsewhere. The Act only claims to create one corporation, the municipality of Washington DC.
I feel that it's important to remind people that the word "corporation" doesn't just mean a company that does business for profit.
It's also defined as "a company or group of people authorized to act as a single entity (legally a person) and recognized as such in law."
I think many people get hung up on this because they automatically associate the word corporation with big businesses and for-profit ventures.
There is a book called “secrets of the temple” how the federal reserve runs the country. It has several sections in there that talk about the corporation of the country and how the banksters used this to their advantage
Instead, Congress passed the Organic Act of 1871, which revoked the individual charters of the cities of Washington and Georgetown and combined them with Washington County to create a unified territorial government for the entire District of Columbia.
this is literally what you see when you google "organic act 1871" and hit the search button.
"create a unified territorial government for DC"........

Look at the part where they changed what a sovereign citizen is. It’s the change of free citizens. They use improper grammar and treat citizens as a commodity.
I always thought they changed the wording from a people or person to citizen. Jordan Maxwell was a master on language, he certainly is needed in the days of trying to understand wordsmiths.

8 U.S. Code § 1449 - Certificate of naturalization; contents
A person admitted to citizenship in conformity with the provisions of this subchapter shall be entitled upon such admission to receive from the Attorney General a certificate of naturalization, which shall contain substantially the following information: Number of application for naturalization; number of certificate of naturalization; date of naturalization; name, signature, place of residence, autographed photograph, and personal description of the naturalized person, including age, sex, marital status, and country of former nationality; location of the district office of the Service in which the application was filed and the title, authority, and location of the official or court administering the oath of allegiance; statement that the Attorney General, having found that the applicant had complied in all respects with all of the applicable provisions of the naturalization laws of the United States, and was entitled to be admitted a citizen of the United States of America, thereupon ordered that the applicant be admitted as a citizen of the United States of America; attestation of an immigration officer; and the seal of the Department of Justice.
They had to mention US and USA because they are not the same. The US has laws, and the USA has citizens.
The USA, not the US, is a member of the UN.
The passport says USA on the cover.
The passport data page says Nationality USA.
By what operation of law does anyone become a US citizen (the subject of the tax laws)?
There are many more variables to the equation you're trying to solve. Some are in plain sight and others are hidden.
My theory, that I've yet to prove, is that France and England were both playing a designated role in the American Revolution. That's a hard pill to swallow if true, as it means the entire episode was and is a sham, and independence has been an illusion this entire time.
I think too that Napoleon knew what was what and who was who, and tried to assist The South, but was out maneuvered.
The best I can do for someone trying to see the big picture and to make sense of it all, is to recommend looking at everything in terms of human farming, population control, and the exploitation of conscious and unconscious agreement.
No the American Revolution was not a scam. First it set up the Continental Congresses with Presidents under a confederation. That didn't pan out to well, so they had another Constitutional Convention and set up the current Republic with Washington as the first President of the current Republic.
It wasn't Nepoleon that screwed us. The Roman Catholic Church sided with the South because they saw an ever growing threat of the United States being a real power on the World stage. It was France that helped us out in both the Revolution and the Civil War. France remember arrested the Pope in 1798.
The American Republic is a real thing. It is one of a kind. What has happened is the central banks have become more and more powerful. That is the issue. First and Second national banks taken down by Old Hickory himself. Then there was another one memory escapes me. Then the Federal Reserve. That was mostly gotten under control by Franklin Roosevelt and he gave us breathing space and regulated banks and kept the Fed under control. That kind of control was done away with in 1971 by Richard Nixon when he took away the Federal Government's ability to use gold as a standard to keep our currency stable. This was the start of the financialization of everything that FDR got rid of, and by 1981 Ronald Reagan just open the doors to a bonanza. Thus were we are today.

I thought the "sovereign citizen" thing was too fringe for this forum.
It's always entertaining to see people trying to pull it off to police or inside courtrooms.
"sovereign citizen" is bullshit but that doesn't mean there isn't any truth to it. I hate that term because it's an oxymoron. You can't be both sovereign AND a citizen. They are mutually exclusive.
But the state national is real. I have done it and had success so I can say it does work.
Are you able to give more details without doxing yourself? Did you refuse to pay federal taxes?
Taxes are complicated but I did look into how to do that. Essentially it all boils down to contracts. Not legal advice
As a sovereign individual being / soul, we all have free will to act or not act.
The law cannot violate one's free will by imposing obligations without consent.
Everyone "consents" to paying taxes when they fill out a W-2 and file paperwork with the IRS.
Income tax is actually payroll tax and is technically the responsibility of the employer to pay, but common practice is to split the difference 50/50 with the employee.
You can request your employer not withhold taxes from your paycheck. The only reason they do that is to "make it easier" to file each year, but there is nothing illegal about taking your whole paycheck and promising to "pay what you owe" later.
If one does not file paperwork or interact with the IRS at all, there is no contract with them. The contract is between the IRS and the employer.
So, the thing about not paying taxes is they will get you if you try to file dodgy paperwork or say you made less then you really did, because then you are contracting with them and being dishonest. On the other hand, if you simply never file paperwork, and don't acknowledge that they have any authority over your financial matters, there is nothing they can do.
Again, not legal advice but I've been doing things this way for years and nothing has happened.
But, this is also kinda separate from the state national deal.
What I did was submit a passport application with an explanatory statement citing SCOTUS rulings on the 14th Amendment, definitions of "citizen", use of SSN, the US Postal Manual, where it defines each state as a separate nation unto itself, and my birth certificate which is from a state. They accepted it and I got my passport a few weeks later.
Since then I use that as my ID everywhere. I've been pulled over with no license, show passport, cop flips out, writes ticket, go to court, dismissed.
No, you don't argue with cops on the side of the road, they are trained to treat you like a terrorist if you start pulling "SovCit" crap. Just understand they don't have power unless you give it to them.
Thanks for the clear writeup, it made for an interesting read.
Ticket for not having a license dismissed, as well as the infraction?
And how do you feel about benefitting from federally subsidized programs, defense budget for example, while not contributing to them?
LOL. That's a guilt trip fallacy pushed by the left to justify stealing from poor innocent people.
First of all, I did contribute 4 years of my life to that under false pretenses and now get treated like a criminal for exercising the rights we were supposedly protecting.
Second of all, all fiat currency is printed out of thin air. It costs nothing to produce a new dollar and put it in circulation. So why do we pay taxes at all? Why do they need to steal dollars from us when they have an unlimited printing press? The only reason I can think of is to keep people from getting too wealthy, because when people have plenty of money and start getting leisure time to study new subjects, they tend to figure out they are getting screwed.
Regarding the ticket and stuff, it always depends how you play it. I messed up the first few times it happened and got my license suspended, then pulled over again and again for "driving after suspension". Never got a real chance to go to court over it because cases were backlogged due to covid.
But earlier this year I was pulled over, it was 2am, no traffic, going downhill and supposedly went over the speed limit of 35. Cop asks for my license, I hand her my passport, she asks why I don't have a license. I just say I don't participate in that system. She says to hold on. Makes me wait 20 mins. Comes back with a ticket for no license. I sign with a scribble and "V.C." above my mark. She let's me go.
Weeks go by. I never get anything in the mail, I go to court on the date written on the ticket with documents prepared and the clerk can't find my case, says it was never filed. That was months ago. Haven't heard a peep.
Can I say definitively that its all because of my passport and what I wrote on the ticket? No, but it's an interesting coincidence.
Your question peaked my interest since I have skimmed the surface of this topic a couple of times in the past. I have been using ChatGPT 4 a fair bit recently and decided to ask it the question. Here is the response:
The Organic Act of 1871, formally titled "An Act to provide a Government for the District of Columbia," was passed by the U.S. Congress in 1871. It is an important piece of legislation in the history of Washington, D.C., and has been the subject of various interpretations and conspiracy theories. Here's a breakdown of its significance and the context surrounding it:
Purpose of the Act:
The main purpose of the Organic Act of 1871 was to create a new, unified government for the entire federal district, which included the cities of Washington and Georgetown, as well as the surrounding county. Before this act, these areas were governed separately.
Establishment of a New Government Structure:
The act established a territorial government for the District of Columbia, with a governor appointed by the President of the United States, a legislative assembly, and a delegate to the U.S. House of Representatives. This structure was short-lived, however, as it was replaced in 1874 with a three-member Board of Commissioners, appointed by the President.
The Corporation of the United States:
One of the misconceptions about the Organic Act of 1871 is that it established the United States as a corporation. This is not accurate. The act did establish a corporation-like entity, but only for the governance of the District of Columbia, not for the entire country. The term "corporation" in this context refers to a municipal corporation, which is a legal term for a local governing body, like a city or town.
Conspiracy Theories:
Over the years, some conspiracy theories have emerged suggesting that the Organic Act of 1871 somehow transformed the United States into a corporation, implying that the federal government has been operating as a business entity rather than a sovereign nation since then. These theories often cite the use of the term "corporation" in the act as evidence. However, this interpretation is a misunderstanding of the act's intent and its legal implications. The act pertained only to the governance of the District of Columbia and did not change the status or structure of the United States as a whole.
Relevance Today:
The Organic Act of 1871 is no longer in effect today, as subsequent legislation has since changed the governance structure of Washington, D.C. However, its historical significance remains, particularly in discussions about the district's governance and its lack of representation in Congress.
In summary, the Organic Act of 1871 was primarily about the governance of Washington, D.C., and did not have implications for the broader structure or status of the United States as a whole. The idea that it turned the U.S. into a corporation is a misconception based on a misinterpretation of the act's language and intent.
What the elites won't ever admit is that a corporation is a private entity. An elected government whether it be it city, state, or national is with a constitution based on the US Constitution is public as in WE THE PEOPLE. Anything else is private no matter what wording they use.
Remember when Mitt Romney said 'corporations are people my friend', meaning private individual as in corporate personhood.
