IMO, that's exactly what he was referring to. But as always, he uses it in between taking about something else, such as the "DEFECTIVE" F-35 for plausible deniability. Now, in truth, if he was actually talking about the F-35, classified condition of said program, and apparent lack of functionality, the "Honorable" Jack Smith would have a to bring more charges, obviously. It would be a hell of a lot more "credible" than the ones brought thus far. These narrative deployments serve more than one purpose.
That or possibly he's talking about redundancy. continuity of government. devolution.
