This is probably a thing where if you agree to maintain and not modify the character of a historically significant building, you can get a tax credit.

The second thing sounds like they're accusing him of giving Ivanka an apartment at a below market rate and she didn't report the difference as a gift, and Trump Towers didn't report it as a gift given.
