From the outside, we don't know the circumstances that led to why some of the lower level foot soldiers of the regime took part in its brutality. They could have had a gun pointed at their own heads and the heads of their families by the regime. The lines are not always clear. Not everyone has a strong constitution that allows them to maintain a hard moral line, but at the same time, they are not ideologs. They were caught up in the middle of the same brutal machine of the regime and must be offered a way out. Many of these lower level people were also victims of this brutal regime. These people must be given an opportunity to rehabilitate themselves. Nothing has been normal in Iran over the last 47 years.
Something similar happened at the end of WW2 in Europe. The cycle of bloodshed must stop in order to move towards a brighter future, but it must be balanced with justice in order to heal the country. The Iranians themselves will have to decide what this is going to look like moving forward. If they bring justice to the worst of the worst, that may be enough.
