(1) use of US Marshals (most loyal federal LEO) and friendly Sheriffs (2) use preexisting commercial (e.g. hotels) properties to quarantine (avoid military and jails for total separation).

Since the recess of congress in August was written into law, it is very... predictable. That predictability makes it easier to plan certain events well in advance. Also, there are restrictions on arresting lawmakers when congress is in session to prevent that from being used to interfere with the passage of legislation, etc.
However, all the congress critters are fair game during the month of August...
Those restrictions don't apply in the cases of treason, felonies, or breach of the peace. All of which the cabal is guilty of. So they're fair game all year.
