Military equipment for LEO is things like Bearcats, MRAPS, and other ground equipment. They do have helicopters and some airplanes but these aren't attack aircraft. They don't have fire control systems to fire rockets or drop bombs. At BEST air firepower would be some idiot hanging out a door with a belt fed 7.62 or using a Barret 50 cal. Not useless but far from "airpower" in military terms.
Now let's look at the other side. Civilians have those very same Barret 50 cal rifles, and while hitting a helicopter is actually pretty hard with the aid of tracer rounds its VERY possible and it don't take many hits with a round that big to make a helicopter simply fall out of the sky. Most non-military aircraft are actually very fragile.
