From what I've seen, those who were banned for wrong think after that date have had their access restored. Only those who harassed other users kept their bans.

If I ran a small business that operated a website and inflated my user numbers by 1.9 million to potential advertisers that would be the end of me and my company. Twitter does this and it is likely far worse than just the 1.9 million they admit to and what happens? Absolutely nothing and nobody cares.
Well, if you tried to sell it to someone for $44B and they found out about your lie during their due diligence, what happens is they've now got an option to back out of the sale contract and not give your shareholders $44B.
And then you get to enjoy a bunch of lawsuits from angry people, because not only did you manage to blow up the deal but you've also devalued the company so the stock is worth even less than before a random billionaire started throwing out twitter polls.

This could trigger years of litigation from advertisers sueing Twitter for overcharging on advertising fees by mispresenting the views.
Kind of a DS way to stick it to a new owner in this situation.
If the deal falls through then backroom "deals" will make this a non issue but if Elon ends up owning it, they'll go after him for their money back.
