IDK, I don't find that article inconsistent with what Trump said he offered Nancy Pelosi. Trump is not going to ask Miller for the NG troops until she says yes, do that. They would presumably mobilized very quickly. That he was never given the order from Trump makes sense. Pelosi didn't want them:

Do you remember the reason the Jan 6th festivities at the Capitol started early, before Trump's speech ended? That guy from Conservative Treehouse broke it down.
Nancy changed the rules so Nancy could declare an emergency, thus allowing her to do so after the insurrection which had to begin before Pence started calling for challenges to the state's approved votes.
Because of her declaring the emergency she eliminated the regular order and Pence didn't recognize the challengers to a state's votes. Our guys were literally not allowed to speak. This was the reason Trump couldn't have "standing" in court cases because there were no challenges made in Congress.
And Trump's appeal to Pence included the admonition that sometimes it's harder to just do nothing. Pence did nothing and followed the emergency rules.
