Does anyone know if there is any significance for this location? My link below takes you to the exact spot, in satellite view.

My best guess would be around the 1:36 to 1:37 mark (at 0.25 speed).
Another couple of things of note is that the ghost in the 4th Psyop group patch is facing to the right while the ghost in the original cartoon is facing to the left.
