All refineries run 7 days a week. The only way to increase output is to push it to run above capacity, or defer maintenance and turnarounds. Those options aren’t normally taken because they compromise safety.

Today we all learn that fractionating isn't a 9-5 gig. IIRC, some of the processes take a week or more to get started and then must be kept at that operating temp or the whole batch fails and need to be restarted.

Since refineries work 24/7, weekends and holidays, I imagine what this is actually about is the summer shutdowns for routine maintenance. Ours, where I work, is scheduled for September. A refinery doesn't just operate a weekly schedule like most places. We run 24/7 regardless of weather, holidays, weekends, etc. I work 12hr rotating shift in a place that is continuously putting final product down the pipeline until we have a shutdown or any upsets. A shutdown here lasts anywhere between 2 weeks to 2 months, depending on how much maintenance is being planned.
Not all refineries are running.

In fact almost certainly the 7 day, 24hr a week operation and completion by Aug. 15th sounds exactly like a refinery shut down or turnaround and is very typical across the country, especially for those dates. Even if this isnt the case, a refinery operating 24/7 for a week is not a reciprocating factor in affecting gas prices at the pump in such ways as being described here. simply, far too many moving parts and components and it doesnt work that way.

I talked to a woman several weeks ago whose son works at a refinery in NJ. She said they were idle. So it looks like they raised the price by cutting down on production only to lower it by increased production. People do vote with their wallets so it looks like the Dems had a plan. But I don't think the Dems will get by with inflation.

Bingo. I work at a refinery. Most refineries run at capacity unless they have maintenance issues, regulatory issues, sanctions, or some sort of legal problem that forced them to shutter temporarily. No company is going to have the ability to bring refineries online but choose to leave them below capacity, unless they want a shareholder revolt.
I don't know what company the OP's family member works at (Don't dox yourself), but OP did say Philly. That said, Monroe Energy is nearby and they make jet fuel for Delta Airlines. I saw an article that said they received 29% of their oil from Russia - and they obviously don't anymore. They did get the bulk of their oil from Nigeria, but replacing almost 1/3 of their oil may be impossible. East Coast refineries configured for light sweet crude are running out of places to get their oil so their production is probably way down.
This could get VERY interesting if the Resident is asking the East Coast refineries to up production. Where will they get it? Russia is off the table, and that didn't just harm those smaller refineries. Marathon got a ton of their oil from Russia as well. Probably others too. Biden could have given them oil from the strategic reserves instead of selling it to Hunter's buddies in China but then that would've given a lifeline to oil refineries. Can't have that - he wants all of them closed.
The company I work for has all of their refineries running near 100%, and most of the others I know of around me are the same way. There likely isn't enough surplus oil here in the US sitting and waiting to be bought and refined. Even if there was, getting it to the East Coast would jack the price up.
I see a different play here. Sure - Biden wants to take credit for bringing prices down a little, but I think his long game is to bankrupt as many small refineries as he can in the process. If he wants those refineries running full-bore it will wear everyone out, equipment will be stressed, accidents could happen, people will leave their jobs, and companies won't be able to hire or even afford higher prices to even get product.

I hauled oil out of those refineries in Philly, they work 7 days a week all the time, they don't shut down over the weekend, workers keep them up an running 24 7 it cost too much money to shut them down and start them up, so this doesn't make sense to me at all.

Just paid . 4.05 per gallon in New Jersey where NY, and Penn all touch.
It is $3.75 today right down the road from where I live in Texas. I paid $3.85 last Sunday at Sam's. It's $3.72 there today.
To be fair though, the highest it got at the cheaper stations around me was around $4.50.
Yeah south NJ here and just paid $4.55, I only put top tier in my vehicles though, usually Conoco or Philips 66. Never put WaWa gas in your car, unless you want to routinely clean the manifold and injectors. I am sure some of the cheaper places are $4.50 but still not close to $4.05.

I've been buying gas as Sam's Club. Right now Sam's Club is roughly 27 cents/gal cheaper, give or take, than the surrounding gas stations. It's currently $4.38/gal.
