I've actually seen that effect in a laboratory. A CO2 laser was allowed to discharge a pulse of all its energy into the open air of the room at a focal distance of about a meter. It made a literal incandescent thunderbolt and loud concussion.
But it's not likely to be this. This is not nearly bright enough to be a laser bolt, and the depth of focus is prolonged with greater distance. Also the power/intensity requirement would make it an anti-aircraft weapon and no one would be operating that in occupied airspace.
Better answer is that it is a photoshopped special effect. No other objects in view. A blank sky background. No visible persons making side comments.

I don't know if you know this, but Werner von Braun was said to have have mentioned to his secretary at the end of his life that when the government is losing power, they will make up emergencies to hold onto it and their last backup emergency is a UFO (alien) invasion.
So some of us have been expecting a UFO incidence as a power grab.

Not a chance. No characteristics of a rocket plume. The faint background noise in the audio channel is the same effect you get when you put a conch shell to your ear and hear "the seashore." Happens with microphones as well. Rockets are NOT faint. Their noise is far greater in decibels than jet engines. (Audible noise generation is proportional to the cube of the exhaust velocity.)

Well, FWIW you have one person here who believes you because while I haven't had experiences of your magnitude, I've had plenty of weird ones and spent a few decades researching and interviewing.
There is a long history of these energy shaped craft that often change shape into more traditional flying disks then back again.
On a thread about the drones from around a week ago, I put up a long comment after talking with an agency friend. At the time, we were both leaning towards a "broken arrow" situation, but the other scenario was this:
