Crime will make it impossible to raise a family there, and in about 15 years you won't find a single fertile family anywhere near them. Any who currently exist are already part of an exodus out of these cities. They've simply bred too much violence to be safe, regardless of post-secession policy, laws, and regulations.
Things will even out in about 40 years, and those cities will return to industry and office centric businesses with hefty pay-checks. Buildings will get gutted and 2-3 current-sized apartments will be joined to provide homes to support the worker's families. Once all the criminals die off, people will be practically paid just to live there.
Shipping, fishing, tech, textiles, and engineering will resurrect the cities.

The restoration of the the Constitution and the Bill of Rights has to be the primary goal of any path moving forward. Our country is strongest when it is united, however it is only righteous if we adhere to the precepts put forth in the founding documents. Strength without wisdom is dangerous and power without balance is prone to evil. Morality is the balance that restrains power, without it our capacity for evil is equal to our capacity for good. Texas would be better served in announcing a return to the spirit of the founding documents and collecting support among the majority of States to agree to a Constitutional Convention to renew our vows/oaths to the principles of our founding fathers and to clarify the exact meaning and intent of those words within the founding documents.

If they're smart, they'll break away from the "Territories of the United States of America", which is the fraudulent legal construct we are held under today, as, in addition to the TRUE "territories" like Guam, Puerto Rico, etc. they designated all 50 states as "territories" as well with the simple deception of designating the geographic "states" as "DISTRICTS" within "their territory (District of Columbia)" through the cunning use of zip codes and their invented two-letter state designations, e.g. AZ, CA, NY, FL, etc.
