Yes, context is KEY to this photo. If you look down at bottom left of pic there is a photographer. She is posing for the picture. Is it to be on the the cover of the WEF weekly or is it her in Hawaii giving a customary greeting. Or is she calling out globalists or giving a nod to them. So many unanswered questions and context would be key.

When looking at the basics, I would say it represents a concept as something Christians would not shy away from at all.

In context, someone is photographing her from a car. She's probably doing the hand signal at the request of the photographer. Chances of the photographer saying "hey, can you do NWO eye of providence symbol with your hands?" are probably about zero.
Did the Mauna Kea hand signal originate as eye of providence symbolism? Maybe. But I'm pretty sure Tulsi didn't invent it and may not be aware of it.
