Manpower is everything to the success of a country because that represents labor and everything necessary to build an actual functioning society with police officers, construction workers, doctors, teachers, small businesses etc. You NEED lots of people who can work and produce. Sure your 1000 person society might be able to survive for a bit, but you will not be very productive and when the million man army of the CCP comes along you're going to go the way of the Native Americans and other indigenous people.
