I think you have the wrong Rumble possibly. I found where this screenshot was taken from, on "rumble dot run". It has a different logo from the Rumble we know, and sounds like it is a different thing from its description of what it is.
It IS really confusing and I wonder if this was a deliberate attempt to sabotage the Rumble we know. I can't imagine Bongino wouldn't be speaking out loudly about this if it were the case, since he's already involved in a very publicized dispute with Cumulus over their vaccine requirement.

In all fairness that statement is true. They don't discriminate based on national origin. If you are a UK citizen living in the US I bet they would hire you. They can't hire people to work for them that actively live in foreign countries. It presents a HUGE security risk because those people aren't actually free. They don't have the bill of rights to defend them. Those foreign governments and even NGOs or police outfits can use pressure to turn those people against the company they work for etc etc. Its too big of a risk to allow people living in other less free countries to work at an outfit like Rumble.
