That's not even his real voice. The modulation on drawn-out phonemes is too mechanical for any human voice unless it's processed. This artifice could probably even be seen in a wave editor; humans don't modulate that way. The tone (the spectrum) is also very wrong, and 'I was recently ill' isn't going to explain that weirdness.

I think he’s got a fucked up voice cause he’s dying of pneumonia and they have him hopped on a shitload of drugs. Far more than usual. Probably doubled his amphetamine dose.
There is a dozen super awkward edits in the video where I assume he slurred too much or made really bad gaffes. If it was CGI or deep fake, why would they intentionally screw it up so badly a dozen time making really obvious editing required.
Unless they did it to make it appear authentic. I don’t think they are that smart.

I'm 90% sure that in some other cases that looked like this, it was a deepfake algorithm that "fixes" the eyes to stare straight at the camera all the time, causing the deadpan stare.

The whole top half of his face doesn't move at all, only the lower half! So it doesn't show any emotions which is strange in a human. His eyes also look like they are almost pinned open.There is a real super focus on only the words he is saying. The face doesn't match the words psychologically! I first thought cgi, but who knows as it caught him swaying in the beginning which doesn't really match the rest of it! Could be like you said, mind control! These were my thoughts in random order, sorry if it doesn't make sense haha!

Looks to me like the eyes are shopped underneath a hole in a slightly larger picture of Joe. Look at it a little out of focus and see if it looks to you like there is an oval area including his eyes that looks a little sunken. This might be done with a still picture of the eyes (so you don't see strabismus or similar disturbing thing) and a moving picture.
If Biden is gone, don't be surprised if they keep him alive with deep fakes.

I know he's supposed to be getting over the coof and all, but is a side effect of the coof that you sound more lucid than normal? If I only heard the audio, I would think this was Biden from a few years ago. His voice sounds stronger, and he's speaking faster and with more authority and without stumbling through every word, more like the Biden of the early 2000s. Then I look at the video and he looks completely zonked, staring ahead without blinking, and even the shape of his head looks different.

His eyes are CGI? It looks like a perfect rectangle of his eyes, eyebrows, halfway down the bridge of his nose, to the tops of his cheek bones. There's discoloration, the whole eye area is lighter....but on an almost straight line, like the eyes are just "pasted".
