There's nothing "doublespeak" about saying that "substantial disruption" of official public meetings will result in misdemeanor charges. This is not something new.
This is illegal and they know it. Could it be possible that they know this and they are just trying to overload the courts so that they can not take care of the real issues?
I wish I could remember where to find the post of the citizen explaining the Supreme Court ruling that makes it clear the school boards must allow citizens comments. Calling hurting somebody's feelings a crime is never going to fly.

However, it's entirely UNLAWFUL to restrict free speech, both from a Constitutional and universal LAW standpoint.

They have all sold their homes in the Bay area and moved to Idaho and S.Carolina. They say that most of the LEO's are conservative, but there is a core power group that are in step with the bullshit. The core power group are promoted even though they were suspected of corrupt behavior that never got adjudicated. It is a tough place to live now. My father is fixing up his house to sell and move out of State to a south east State to get to a more "normal" life. He was born and raised there, but he can't take the insanity any more.
Because school boards aren't elected to serve parents and the community by representing parents, listening to parents and implementing parents' wishes.
To even get this kind of bill a mention in the legislature tells me the whole legislature needs to be removed along with that asshole governor. They did try to remove the AH, but the election cheating stopped the recall effort.
California may have to resort to industrial strength 2A to get the shit cleaned out of their government.

If you think that anybody should be able to walk into any public meeting at any time and say whatever they want for however long they want and in any manner they want, then put that forward as position to get passed as law. Time and place exceptions to "freedom of speech" have long been recognized by the courts. Do you want to change that? Do you want me to barge into classrooms and take over instruction to teach children that 2+2 = 5 and that the notion that 2+2 = 4 is government misinformation campaign to corrupt the brains of our youth?
