My take is that the POTUS is allowed to see all data. Effectively, all the "classified" and "top secret" designations are applied by him, albeit indirectly.
So, if the Executive Branch creates a government department then all the data should be visible to the POTUS if he ever wants to see it. By extension, if POTUS wanted to audit such a department he could authorise a team to do that job for him.
