Seems an odd coincidence that it just happened to have an accident about a month ago that was under investigation by the German police. Mentions the words “storm” and “blackout”. Might be nothing, but the timing does seem suspicious. Also, probably way overthinking this, but the two tugboats involved in the incident were named after types of dogs, lol (bulldog and boxer).

Among other things, he points to "watch the water" meaning "watch the news cycle," which is less definite than what we want but also makes more sense than frogmen mysteriously taking over DC some eventful day.
