I have wonder if testing positive for covid, and 'isolating' for a few days isn't an announcement that they have been called before a tribunal and will be dropping from sight for the length of a trial. Maybe they are given a sentence and a date, and a warning not to run or else, or maybe they don't come back but their replacement does.
