Monday makes the most sense because the markets are closed for most people all weekend going into Monday morning and then failing or bankrupt symbols can be halted for trading before the markets open, absolutely screwing everyone in the process.
This can happen at any time mid day too. But if it’s planned it will be on a Monday. You’ll wake up to the news and be unable to execute any trades. Every insider and congressman will have naturally shed their positions over the weekend or on Friday before the closing bell.
And just this past Sunday we saw an article posted, saying that the market experienced a Black Monday. We all assumed it was for yesterday but maybe it's next Monday.
