Analysis!
The President is standing next to the Rover Hoop, which is the final hoop in the game (when a ball hits this hoop/wicket, it leaves gameplay). This hoop is to viewer left and has a red marking on top.
If the POTUS were a ball, he would be in line two hoops from the endgame.
In Croquet, one team always plays Blue-Black while the other plays Red-Yellow. POTUS is wearing blue and black.
The POTUS is in the lead, with no one closer to the end than him. If he were a ball in play, the "other team" is losing.
And finally, I believe that is a positioning called a Tice, where you position the ball to make it look appealing to knock out of place, but if they miss, they'll send themselves much further out of place.

I would imagine he is pointing our attention to this: The Communications Over Various Feeds Electronically for Engagement, or COVFEFE Act of 2017.
Except the COFVEVE Act was pushed after the fact and named as such by Democrats (and a couple Republicans) to make fun of Trump's tweet.
Trump didn't tweet covfefe to reference the act, which did not exist yet back then. It's the democrats who created it later after the tweet. In other words, it's the other way around.
It's bizarre that months later we started seeing people who claim Trump tweeted to bring attention to the Act... and people praising such 'research'
I actually believe that was a bit of a setup. A bill to make it so that mean ole President Trump cannot delete tweets? That's going to have the support of every gullible Democrat.

I really don't understand why people have such a difficult time accepting that. Trump isn't God. He isn't perfect. He's allowed a typo or two.
