It is deliberately vague. Garland did not want people to immediately dismiss the movie as propaganda for either side of the political spectrum. So the story focuses on the human scale of things, intending to be a story about what it might be like to live during such events.
I have not seen it yet, but from what I have read so far, Garland seems to have done a good job in that regard. One of the few story beats includes the fact that California and Texas are allies, fighting against a dictatorial president who has trashed the Constitution so badly that a Western Alliance is formed to depose him.

I just saw it today, I'm not even American and it was sad and disturbing to imagine those scenes happening in real life, while watching the shots of Washington D.C. with Artillery fire constantly lighting up the night sky.

I cant believe I gave these people money for this movie. They tried making the media heros. The president was definitely supposed to be Trump. They mentioned getting rid of the fbi as a bad thing the president did. It Helped lead to civil war. They referenced an "antifa massacre" like it was some memorable thing for the history books. An act obviously done by the evil president. How did this military force that was going against the government military have all this equipment and artillery. None of this movie made sense. Absolute ridiculous propaganda. I wasted my Sunday afternoon.
