What sounds most plausible to me is the comparison to a chess game, where the opponent maybe no longer have any viable moves left to actually win, but is still in the game, while the winner can't get them out while the game is still ongoing, but have to play the game to the end in order to fully win it.
The good guys don't have all the resources and proof they need before that, if they try too early they might damage the opponent, but not get rid of all of them. And because the good guys are not on top yet the opponents can still cause a lot of damage, and are because they are getting desperate.

The best strategy for interviewing Kamala might be to play nice and get her comfortable. She seems to make her biggest mistakes and admissions when she's in a supportive environment.
